9:05-10:05 Business Email Compromise, presented by:
John Jasek, Special Agent, US Secret Service
John is a United States Secret Service (USSS) Special Agent assigned to the Manchester Resident Office.  John has been a Special Agent with the United States Secret Service for approximately four years, and his present duties include the investigation of federal offenses, including, but not limited to, those involving financial fraud and its related activities.  John has received additional training regarding computers that includes Basic Network Intrusion Responder Training, Incident Response Analysis, and Cryptocurrency training. Prior to John’s employment with the United States Secret Service, he was a Police Officer in Nashua, New Hampshire for five years.

10:10-11:10 US Postal Inspectors-History, Trends and Case Study, presented by:
Fred Busch, U.S. Postal Inspector
Fred began his law enforcement career in 1999 as a police officer with the U.S. Capitol Police, promoted to special agent in 2002.  Among other notable cases, Fred was the first investigator on scene at the Hart Senate Office Building where anthrax was mailed; investigated the plane crash that took the life of Senator Paul Wellstone and others; and participated in the manhunt for the DC snipers.  In 2006, Fred was hired by the U.S. Postal Inspection Service assigned to Newark, NJ where he worked financial and violent crimes.  In 2008, Fred transferred to the Boston Division and continued working financial crimes investigations, focusing on international and domestic investment fraud schemes, fraud schemes targeting the elderly, money laundering, and telemarketing schemes.   

Emily Burke, U.S. Postal Inspector  
Postal Inspector Emily Burke began her postal career in May 2013 when she was appointed to the position of U.S. Postal Inspector.  After basic training, she was assigned to the Providence, RI domicile in the Boston Division but is currently assigned to the workplace violence and mail fraud team at Boston Division Headquarters.  Inspector Burke has worked a variety of assignments including External Crimes, Mail Fraud, Money Laundering, Mail Theft, and Dangerous Mail.  In Inspector Burke’s current assignment her cases focus on large scale mail fraud and money laundering investigations including international money laundering and West African fraud.

11:15-12:15 Interviewing Practices, presented by:
John Grimes, CFE CFI, Retired Law Enforcement (Baltimore Police Department, Amtrak OIG/OI), Former ACFE Chapter President, Maryland
John began his law enforcement career in 1968 with the Baltimore City Police Department as a Police Cadet. Upon completion of the Academy, where he was class valedictorian, John worked patrol then served as a Detective in the Criminal Investigation Division (CID). John left the BPD and joined the Amtrak Police Department. He became a Special Agent in the newly formed Fraud and Organized Crime Unit and was later promoted to Captain of the CID. In 1993, John joined the Amtrak Office of Inspector General/Office of Investigations (OIG/OI). In 1999, he was appointed Chief Inspector. John retired from the OIG in 2016.

Notably, John has been designated a Certified Fraud Examiner since 1997. He is a Past President of the Maryland Chapter (2013 to 2015). During his term as President, the Maryland Chapter was the honored recipient of the 2015 ACFE Chapter of the Year Award. John was honored as the recipient of the ACFE Maryland Chapter 2020 Fraud Fighter of the Year Award. In addition, John received the Certified Forensic Interviewer (CFI) designation offered by the Center for Interviewer Standards and Assessment, Ltd.

Since 2013, John has been an Adjunct Faculty member in the Forensic Studies Program at Stevenson University, Owings Mills, MD where he developed and teaches the graduate level Investigative Interviewing course with a fraud examination component. In addition, John provides training on forensic interviewing and fraud investigations to private, professional, and government entities. John has presented at several ACFE events including the 27th annual ACFE Global Fraud Conference.

John authored a textbook Investigative Interviewing, Adopting a Forensic Mindset, published by CRC Press in 2021. The book is available through the ACFE Book Store.

Furthermore, John served as a Division Staff Officer with the United States Coast Guard Auxiliary where he was recognized as an Instructor Specialist, Marine Safety and Environmental Protection Specialist, and Assistant Harbor Safety Specialist.
John holds an MS in Forensic Studies from Stevenson University, a BA in Business with an emphasis in Accounting from the Notre Dame of Maryland University, and an AA in Criminal Justice from the Community Colleges of Baltimore County, MD. In addition, John is a 1987 graduate of the New England Institute of Law Enforcement Management Command Training Center at Babson College, Wellesley, MA.

John has received numerous awards and commendations throughout his career including the 2006 Amtrak President’s Award for Valor due to his and his unit’s participation in the Federal Law Enforcement response to the Gulf Region in the aftermath of Hurricane Katrina.
